Dreyfus (Herbert Lom) escapes from the mental asylum working Inspector Closeau (Peter Sellers) drove him to and attempts to murder his nemesis. When he fails, he settles on a much grander scheme: he builds a doomsday weapon, and threatens to destroy the world if its leaders can't kill off the bumbling French policeman.
